Brazil to review anti-dumping duties on seamless pipe imports from China

The Brazilian Chamber of Foreign Trade started a review of the antidumping duty (AD) order on seamless pipes from China due to its expiry this July.

The step is aimed to determine whether the extinction of the antidumping duty on imports of non-alloyed carbon steel tubes, without seam, with circular section and an external diameter not exceeding 374 mm, excluding products used in oil and gas pipelines, would lead to the continuation or resumption of dumping and the damage to the domestic industry arising from it.

The review was launched following the petition from global tube maker Vallourec, the sole producer of the goods in Brazil, which is interested in the extension of the duties for another five-year period.

It must be completed within ten months, counting from its start date, and this period may be extended for up to two months, in exceptional circumstances.

The duty on Chinese pipe imports, imposed by the CAMEX on July 20, 2016, is at $1,356.9/t, except for Yangzhou Lontrin Steel Tube Co., which received a duty of $1,009.29/t.
