Malaysia initiates Anti-Dumping investigation on steel wires from China

Malaysia has started anti-dumping (AD) investigation into imports of stranded steel wires for pre-stressing concrete from China, as a response to a petition from the domestic producer.

“The Government has evaluated and considered the evidence of dumping, injury and causal link and decided to initiate an AD investigation on imports of the subject merchandise from China,” according to a statement, released by the Ministry of International Trade and Industry (MITI) on April 2. The Malaysian government has received a petition from the local producer Southern PC Steel Sdn. Bhd. on March 1.

The petitioner emphasized that stranded steel wires from China “are being dumped into Malaysia at a price much lower than the selling price in the Chinese domestic market”, thus harming the Malaysian steel industry.

The Petitioner has further alleged that the increase in imports have caused serious injury to the domestic industry in Malaysia as indicated by the reduction in market share, decline in sales, price undercutting, price depression, price suppression, decline in actual production, increase in loss, decreased cash flow, increased inventory and reduction on investment and total asset.

Preliminary results are expected to be disclosed within 120 days from April 2. “If the preliminary determination is affirmative, the Government will impose a provisional AD duty at the rate that is necessary to prevent further injury to the domestic industry.
