Ukraine’s Imports of Flat Products Rise by 13.1% in January–September 2025

Ukraine’s imports of flat products increased by 13.1% year-on-year during the period from January to September 2025, reaching 832.2 thousand tons, according to data from the State Customs Service of Ukraine and estimates by GMK Center.

Coated flat steel products (HS code 7210) accounted for about 50% of total imports, amounting to 409.42 thousand tons, up 16.5% compared to the same period in 2024. The main suppliers were Turkey with 215.31 thousand tons, followed by Poland with 47.12 thousand tons, and Slovakia with 40.99 thousand tons.

Hot-rolled flat products (HS code 7208) made up 31% of imports, or 262.37 thousand tons, an increase of 3.9% year-on-year. Turkey remained the leading supplier with 209.7 thousand tons, followed by China with 30 thousand tons and Italy with 5.48 thousand tons.

Imports of cold-rolled flat products (HS code 7209) rose by 33.2% to 79.31 thousand tons, mainly supplied by Turkey (59.59 thousand tons), China (15.29 thousand tons), and Slovakia (3.64 thousand tons).

In the third quarter of 2025, total flat steel imports increased by 6.4% year-on-year but declined by 2.7% quarter-on-quarter to 278.12 thousand tons.
In September 2025, imports reached 99.83 thousand tons, up 39.6% year-on-year and 14.3% month-on-month.
Breakdown by product category:

  • Coated flat products: 47.47 thousand tons (+30.6% YoY, -8.7% MoM)

  • Hot-rolled flat products: 34.59 thousand tons (+79.9% YoY, -10.7% MoM)

  • Cold-rolled flat products: 8.27 thousand tons (+12.9% YoY, -26.6% MoM)

In monetary terms, flat steel imports rose by 8.1% year-on-year in the first nine months of 2025 to USD 880.65 million, while in September they totaled USD 106.16 million, an increase of 29.9% year-on-year and 19.2% month-on-month.

It is worth noting that in 2024, Ukraine imported 983.49 thousand tons of flat steel, up 8.3% from 2023, valued at USD 1.08 billion (+5% YoY).
Coated flat products accounted for nearly half of total imports (468.61 thousand tons, +7%), hot-rolled products 34.7% (341.21 thousand tons, +8.7%), and cold-rolled products 79.31 thousand tons, a 0.9% decline year-on-year.
